PAAS-Action is a Services Québec program for people who are far from the job market due to significant challenges. At AIEM, participants are welcomed in a safe community setting where they can rebuild a routine, maintain their abilities, and move forward gradually toward greater stability and autonomy. This is not an employment program and no hiring promise is made.

What is PAAS-Action
PAAS-Action (Programme d’aide et d’accompagnement social) is a public program designed to support people experiencing high vulnerability so they can regain personal and social stability, maintain or develop certain abilities, rebuild structure and a participation routine, and take part in adapted activities without performance pressure.
The program is not focused on job placement. It supports a gradual progression toward greater autonomy, based on each person’s situation.
AIEM’s role
At Accueil aux immigrants de l’Est de Montréal (AIEM), PAAS-Action is offered in partnership with Services Québec. AIEM acts as a community welcome setting, a supervised participation space, and a safe environment that supports stability and engagement.
This framework can be reassuring for loved ones, parents, and professionals who want to refer someone to a structured and respectful environment.

- AIEM does not set the program conditions
These elements are handled exclusively by Services Québec
Who the program is for
PAAS-Action is for people receiving social assistance who face major employment constraints, have functional limitations or health-related issues, or are going through a situation of high social vulnerability.
In AIEM’s context, this may include :
- immigrant individuals
- people recognized as refugees or protected persons
- permanent residents
- naturalized Canadian citizens
Eligibility is determined exclusively by Services Québec.
What activities are offered at AIEM
Activities are adapted to each person’s abilities and pace. They may include
- participation in supervised community activities
- adapted tasks that support autonomy
- socialization and engagement activities
- support and guidance in the personal pathway
- participation in collective projects
These activities are not a job and do not aim at placement.
Is there financial support
Yes. People eligible for PAAS-Action may receive a participation support allowance, according to the rules set by Services Québec, in addition to their basic benefit.

- AIEM does not manage payments
- AIEM does not make any financial promises
